By Ed Harris Editor Southington has a new town planner. Robert Phillips, who has several years experience in the position, began last week. Phillips worked as town manager in Farmington for a few months and spent eight years in Ellington prior to that. Southington Town Manager Garry Brumback said Phillips was one of the top candidates when the search for a new town planner began a year ago and added that he is excited to have Phillips on board. “He was one of the very top candidates,” Brumback said. “He has an extraordinary background. He is a first rate planner.” Brumback listed Phillip’s experience with planning and zoning, customer service and the use of technology as some of the factors that helped bring him to the forefront. Phillips will take over for Assistant Town Planner Dave Lavallee, who has held the position in the interim. Plainville Town Planner Mark DeVoe had taken the position earlier this year, but decided to return to Plainville after a week on the job.
